Job Description:
**MAJOR RESPONSIBILITIES**

* Regularly update and analyse the donor landscape and opportunity pipeline tracker, identifying emerging funding opportunities and trends, and sharing relevant intelligence with the Programme Development and Partnerships Lead (PDPL) to support positioning and resource acquisition decisions.
* Support the development and implementation of WVA’s Resource Mobilization Plan, including tracking agreed actions and monitoring progress against established targets.
* Support WVA’s programme development and resource acquisition efforts under the guidance of the PDPL, including:Supporting positioning with priority donors; Identifying and assessing new funding opportunities; Developing concept notes; Leading proposal development for small\-scale and selected medium\-sized funding opportunities, as agreed with the PDPL; Supporting strategic and large\-scale proposal processes led by the PDPL; Supporting grant renewal processes.
* In collaboration with Finance and the PDPL, support the development of quality budgets, including cost recovery mechanisms and negotiations with Support Offices and donors where required.
* Coordinate and complete relevant World Vision International (WVI) resource acquisition processes, including:Go/No\-Go decision\-making processes; Annual target setting; Pipeline management; Contract and Memorandum of Understanding (MoU) approvals; Ensuring appropriate engagement and approvals from the PDPL, National Director (ND), Senior Leadership Team (SLT), Regional Office (RO), and Support Offices (SO), as required.
* Support the exploration of local resource mobilization opportunities, including individual giving initiatives and funding partnerships with churches, schools, and other relevant stakeholders, assessing their viability and risks while supporting strategic pursuit aligned with World Vision’s mission, vision, and strategy.
* Ensure that all WVA resource mobilization records are complete, up\-to\-date, well\-organized, and accessible to relevant internal stakeholders, including submitted proposals, concept notes, contracts, and donor engagement records.
* Develop and maintain a concept note repository by sourcing and regularly updating needs\-based concept notes from projects and technical teams, ensuring alignment with WVA’s strategic priorities and facilitating adaptation to donor interests and funding opportunities.
* Track progress against all WVA resource mobilization targets, maintain relevant platforms and systems, and provide regular updates to the PDPL, highlighting significant gaps, risks, and issues requiring management attention.
* Develop and implement a social media plan aligned with WVA’s external engagement and resource mobilization strategies.
* Participate in networking meetings, events, forums, and strategic platforms to strengthen key relationships, position WVA for funding opportunities, and enhance the organization’s reputation as a trusted partner of choice.
* Identify, assess, and recommend new donors and partners aligned with WVA’s vision, mission, and values.
* Develop donor engagement and marketing materials tailored to different donor audiences and funding levels.
* Conduct due diligence assessments for all new and existing donors and partners.
* Maintain accurate and accessible records of partner information, including due diligence documentation, safeguarding requirements, capacity assessments, MoUs, and other relevant partnership documents.
* Ensure that all MoUs, contracts, grant agreements, and related documents undergo appropriate internal review and approval processes.
* Lead the planning and delivery of start\-up workshops for all newly awarded grants.
* Ensure a structured handover of programme documentation and donor requirements to Operations, Finance, People \& Culture (P\&C), Supply Chain, and Impact, Evidence and Communications (IEC) teams.
* Ensure that IEC, Operations, and Finance teams have access to all proposal documents and donor regulations necessary for effective grant management and implementation.
* Ensure IEC and Finance teams are actively involved in proposal development processes to guarantee high\-quality monitoring and evaluation frameworks, beneficiary targeting, and budgeting.
* Ensure compliance checks are completed for all proposals prior to submission.
* Ensure appropriate consultation and engagement with Support Offices, WVI, and Regional Offices during proposal development and contract renewal processes.
* Utilize programme impact data to develop compelling social media content and donor engagement materials.
* Use evidence and impact data to strengthen funding proposals, concept notes, and donor presentations.
* Represent WVA in presenting programme results, impact, and evidence at external events, meetings, and forums as required.
* Work closely with the IEC team to identify evidence and data needs that support WVA’s resource mobilization, donor engagement, and external positioning objectives.
**KNOWLEDGE, SKILLS AND ABILITIES**

* Degree and/or professional qualification in Communications, International Development, Community Development or any relevant degree an advantage
* Strong level of computer literacy – particularly MS and design software (eg Canva)
* Fluency in both Portuguese and English
* Excellent written and oral communication skills
* Good public speaking and facilitation skills.
* Experience in representing an organization externally and promoting key messages in compelling ways.
* Strong communication skills – understanding how to adapt key messaging to different audiences across different media.
* Fundraising experience an advantage.
* Experience writing proposals, concept notes or donor reports.
* Good understanding of social media and creative design capacity.
* Ability to systematize knowledge, policies, procedures, and standards and ensure appropriate processes, tools and approaches are developed to ensure compliance.
* Demonstrates good analytical skills.
* Demonstrates an understanding of and commitment to World Vision’s Mission, Vision, and Core Values in the approach to work and relationships
* Work environment: Office\-based in Luanda with potential for frequent travel to the field
* Travel: 20% domestic/international travel is required.
