ORGANIZATIONAL CONTEXT
The Regional Office is primarily responsible for maintaining continuous contact with the States to which it is accredited, as well as with relevant organizations, regional civil aviation bodies, subregional bodies, and United Nations agencies and programs. Within this context, the Technical Assistance Section of the Regional Office is responsible for supporting the management of Regional Projects RLA/99/901, RLA/03/901, and RLA/06/901. It also supports the Regional Office in assisting and advising South American States regarding their needs for the appropriate implementation of ICAO policies, standards and recommended practices (SARPs) through technical assistance or technical cooperation projects.
Regional Project RLA/99/901 – Regional System for Operational Safety Oversight (RSOSO), comprising 12 Member States and one observer organization, serves as Latin America’s Regional Safety Oversight Organization (RSOO). Its objective is to establish and operate a safety system in Latin America, equipped with the necessary technology, logistics, and administration. The RSOSO’s mission is to assist States in overcoming common challenges related to the effective fulfillment of their operational safety responsibilities under SARPs and related ICAO documents. The RSOSO conducts various regional activities, among which the Latin American Aeronautical Regulations (LAR) are among the most important. This position falls under the Technical Cooperation Section of the Regional Office; the incumbent would serve as a member of the Technical Committee of the Regional System for Operational Safety Oversight (RSOSO) and report to the RSOSO General Coordinator.
FUNCTIONS AND RESPONSIBILITIES
Function 1 (including expected results)
Under the direction of the RSOSO General Coordinator and in coordination with the RSOSO Technical Committee, provide expert support in the following tasks:
Support the collection of information and monitor maintenance organizations applying for multinational certification, or for changes to previously granted certification, based on the RSOSO Multinational Technical Cooperation Agreement, to verify technical parameters of such applications.

IMPACT OF POSITION RESULTS
This position significantly impacts the delivery of Project RLA/99/901. The incumbent’s technical support is essential to ensure that Standards and Recommended Practices (SARPs) contained in Annexes 6, 7, 8, 16, and 19—and supporting documents related to airworthiness—are maintained and applied regionally through implementation of designated airworthiness-related activities concerning certification, approval, and oversight of organizations. The incumbent also contributes to project objectives, including training State inspectors through preparation and delivery of courses and training for States related to provisions of the LAR AIR package.
Furthermore, the position significantly impacts regional technical cooperation among RSOSO Member States regarding mutual recognition of approved aircraft and aircraft component maintenance organizations, thereby ensuring operational safety and avoiding duplication of effort while leveraging economies of scale.
