Position Summary: The Territorial Facilitator implements community- and local-level projects, strengthening capacities in disaster risk management through citizen participation. For over 85 years, we have united determined optimists to transform the lives of all girls and boys across more than 80 countries. **We will not stop until equality is achieved!****THE OPPORTUNITY** The Territorial Facilitator is responsible for community- and local-level implementation of the project, supporting local governments, Municipal Civil Defense Platforms, District Disaster Risk Management (DRM) Committees, and community-based organizations in strengthening capacities for disaster prevention, reduction, and preparedness. This role advances participatory processes to: develop or revise the Disaster Risk Management (DRM) Plan with citizen participation. The position maintains a permanent field presence and works directly with local authorities, staff from offices and institutions responsible for Disaster Risk Management (DRM), community leaders, and grassroots organizations. **THE CANDIDATE:** * University graduate or bachelor’s degree in Social Sciences, Engineering, Education, Public Administration, Local Development, Social Work, Psychology, Agronomy, Health Sciences, Agricultural or Forestry Sciences, Geography, Communication, Humanities, or related fields. * Minimum **3 years** of direct work experience in areas related to disaster risk management, community- or rural-based initiatives, and/or public administration or coordination of initiatives with national or subnational governments. * Particularly valued is integrated or complementary experience across the following three domains: * **Disaster Risk Management (DRM):** Design, implementation, and strengthening of processes, plans, projects, and actions related to prevention, risk reduction, preparedness, response, and community resilience. * **Working with Government:** Technical assistance, inter-institutional coordination, and support in planning processes, policy formulation, public policies, and management instruments linked to DRM and territorial development. * **Working with Rural and/or Peasant Communities:** Community facilitation, training, social mobilization, and organizational strengthening to promote community participation, risk prevention, and child protection. * Intermediate or advanced knowledge of: + Peru’s National System for Disaster Risk Management (SINAGERD) and national DRM regulations. + Mechanisms for citizen participation in rural communities. + Public administration or subnational governance. + Gender, interculturality, and human rights approaches. * Fluent command of Cusco Quechua, with ability to communicate effectively, sustain dialogues, comprehend, and facilitate participatory processes in community and institutional contexts. * Windows Office and digital work tools. **Position-Specific Skills:** * Strong communication skills, assertiveness in verbal and written expression. * Ability to lead community-level discussion and decision-making processes. * Organization and planning. * Ability to manage multiple tasks simultaneously. * Problem-solving and negotiation skills. * Analytical capacity. * Teamwork capability. * Ability to work in emergency and disaster response situations. **Other Requirements:** * Complementary academic or technical training via **courses, diplomas, or specializations**, in one or more of the following areas: Disaster Risk Management (DRM), climate change adaptation, citizen participation, gender approach, child protection, rural community development, local governance, community education, or territorial planning. * Prior experience working in highland rural territories. * Motorcycle driver’s license.
