**Location:** Lima, Peru | **Mode:** On-site | **Availability:** Full-time **Area:** Technical Office AGEFRED Peru **Position Purpose** Lead the complete cycle of bids and budgets in industrial projects (energy, oil & gas, HVAC, electrical and instrumentation, infrastructure), ensuring cost accuracy, compliance with tender documents, and a competitive strategy aligned with AGEFRED's target margins and risk objectives. **Key Responsibilities** * **End-to-end bid management:** Review of tender documents, terms of reference (ToR), and annexes; development of compliance matrix; milestone schedule (inquiries, clarifications, submission); coordination of technical site visits. * **Scope and measurement:** Analysis of drawings (GA, P&ID, isometrics, single-line diagrams), BoQ, and technical specifications; identification of exclusions, interferences, and gaps; requests for clarification (RFI). * **Cost estimation and pricing:** Development of detailed budget (in-house/subcontracted), breakdown of direct/indirect costs; scenarios for exchange rates, indices, and contingencies. * **Procurement & market intelligence:** RFQ to critical suppliers (HVAC, electrical, instrumentation, structures, civil works), technical-economic comparison, negotiation, and consolidation of bases. * **Bid planning:** S-curve, man-hour histogram, milestones and critical path (Ms Project/Primavera); bid cashflow and funding requirements. * **Risks and opportunities:** Identification, assessment, and mitigation plan. * **Value strategy:** Technical alternatives, value engineering, constructability and logistics optimizations. * **Bid documentation:** Technical reports, deviations, scope/limitations, preliminary quality/safety plan, organizational chart, and mobilization plan. * **Interface and reporting:** Follow-up on post-bid clarifications and support during BAFO/negotiation. **Minimum Requirements** * **Education:** Degree in Mechanical-Electrical, Mechanical, Electrical Engineering, or related field. * **Experience:** 5–8+ years in estimation/bidding for industrial projects (ideal: HVAC, electrical and instrumentation, oil & gas, energy, infrastructure). * **Tools:** * Estimating: **Presto**, **Candy CCS** * Planning: **MS Project** (Primavera P6 desirable). * **Advanced Excel** (pivot tables); **Power BI** desirable. * Fluent reading of **drawings** (GA, P&ID, single-line) and basic knowledge of **AutoCAD/BIM** (desirable). * **Languages:** Intermediate **technical English** (reading of specifications, RFQs, and contracts). **Competencies** * Technical rigor and **attention to detail** (zero ambiguities in scope and measurements). * **Critical thinking** and cost modeling; sensitivity to margins, risks, and cashflow. * **Negotiation** with suppliers and clarity in technical-economic comparisons. * **Planning** and priority-based management in multi-bid environments. * **Excellent written communication** and organized documentation. * **Cross-functional collaboration** with multidisciplinary teams (Peru/Spain). **Preferred Qualifications We Value** * Experience in **refineries**, chemical plants, industrial plants, substations, electrical rooms/AHU, industrial ducting and cabling. **Conditions and Benefits** * **Formal employment contract** with statutory benefits. * **Competitive salary** based on experience. * **On-site mode**; site and supplier visits when required. * Opportunities to participate in international projects and career development plans.
