ACADEMIC REQUIREMENTS** · **Professional degree (mandatory):** o Civil Engineer or Industrial Engineer · **Complementary technical training (desirable):** o Cost and Budget Management or Project Control · **Additional training (desirable):** o Course in Earned Value Management (EVM) o Course in Lean Construction o Course in unit cost analysis and market pricing **2\. TOOLS AND CERTIFICATIONS** · Advanced proficiency in: o Estimating software: S10, Neodata or OPUS o Construction ERP systems (SAP, BILDIN, etc.) o Advanced Excel (essential) o Power BI o MS Project · Knowledge (valuable): o AutoCAD · Basic to intermediate technical English **3\. EXPERIENCE** * **General experience:** o Minimum **3\-5 years** of experience in the construction and infrastructure works sector o Proven experience in: \- Cost control and analysis \- Budget preparation \- ABC costing method (Activity-Based Costing) o Valuable experience: \- BMC tool (Business Model Canvas) * **Specific experience (minimum **3 years**) in roles such as: o Cost Analyst or Cost Assistant o Budget Engineer o Site Control Engineer o Technical Office Engineer **4\. POSITION OBJECTIVE** * Support the Cost and Planning Subdirectorate in the analysis, control, and reporting of assigned project costs. * Ensure compliance with approved budgets. * Early identification of deviations that may affect profitability. * Contribute to budget preparation and control processes, forecasts, and variance analysis. * Provide consolidated, reviewed, and reconciled information. **6\. MAIN RESPONSIBILITIES** * **Cost Analysis** o Monitor actual vs. budgeted costs for the assigned project o Prepare monthly cost control and financial progress reports o Develop unit prices and comparative cost analyses * **Support in Planning and Budgeting** o Collaborate in preparing base budgets for new projects o Develop new prices when new activities arise, in coordination with the offers and bidding subdirectorate o Update cost and unit price databases with market prices o Participate in budget reviews with the Cost and Planning Subdirectorate * **Operational Site Control** o Verify physical and financial progress on the project o Evaluate results to detect trends and irregularities o Establish operational performance indicators to improve control o Support the preparation of the project's cash flow by developing scenarios for decision-making o Validate site reports (daily, weekly, monthly) in coordination with the Technical Office o Identify early warnings regarding cost or schedule deviations * **Support in Executive Reporting** o Generate data for dashboards and cost control presentations o Assist in preparing reports for the Cost and Planning Directorate **7\.
