




**Deputy Management of Offers and Bids** **Location:** Lima, Peru **Scope of Action:** Peru Branch – Portfolio of projects at national level. **1\. ACADEMIC REQUIREMENTS** * **Professional Degree (mandatory):** o Civil Engineer, Industrial Engineer or Architect * **Postgraduate Studies (desirable):** o Project Management, Construction Management or Construction Leadership * **Complementary Technical Training (desirable):** o Bid and Contract Management for Construction Projects o Budgeting, Cost Estimation, Strategic Project Planning * **Additional Training (desirable):** o Course in Earned Value Management (EVM) o Course in Lean Construction o Course in FIDIC Contract Management o Course in OSCE / SEACE Regulations and experience with Peruvian public entities o Course in Tax-Funded Public Works **2\. TOOLS AND CERTIFICATIONS** * Advanced proficiency in: o Power BI. o BIM. o Excel o Primavera P6 or MS Project. o ERPs such as SAP, S10, BILDIN,… * Intermediate or professional technical English desirable **3\. EXPERIENCE** * **General Experience:** o Minimum of **10 years** of experience in the construction and infrastructure sector o Proven experience in preparation, coordination, and awarding of large-scale public and private bids * **Specific Experience (minimum **5 years**):** o In roles such as Head or Manager of Offers and Bids, Head of Technical-Economic Proposals, Director of Procurement o Leading multidisciplinary teams and collaborating with senior management o Coordinating SEACE processes and international bids (desirable) o Experience reporting directly to senior management * Experience managing multiple bids simultaneously **4\. POSITION OBJECTIVE** * Lead, structure, and optimize the end-to-end process of developing and submitting technical and economic proposals for public and private bids. * Ensure a high bid-win rate with profitable projects strategically aligned to the company's growth in Peru. **6\. MAIN RESPONSIBILITIES** * **Strategic Bid Management** o Identify key opportunities on portals such as SEACE and private networks o Maintain close communication with engineering and commercial management to identify and leverage opportunities o Design and validate participation strategies focused on profitability and technical compliance o Prioritize and schedule bidding processes based on project size, feasibility, and competitiveness * **Proposal Coordination and Supervision** o Coordinate with technical office, cost estimation, planning, finance, and legal departments o Supervise the preparation of technical, administrative, and economic bid documents o Approve indirect costs, profit margins, and financial conditions included in the proposal * **Institutional Relations and Positioning** o Represent the company before public agencies, private clients, and multilateral organizations o Lead prequalification meetings, clarification sessions, and technical site visits o Ensure compliance with Peruvian regulations (OSCE, SNIP, OxI) and international standards (FIDIC, IDB, CAF) * **Team Leadership and Continuous Improvement** o Manage, train, and evaluate the bids, proposals, and estimation team o Document lessons learned from awarded and non-awarded processes o Implement control tools (Power BI dashboards, checklists, EVM) to improve productivity and traceability **7\.
