




TERMS OF REFERENCE Consultant for the Technical Assistance Service for the EPJA Steering Group and Governance Framework DVV International **1. Presentation:** DVV INTERNATIONAL is the International Cooperation Institute of the German Adult Education Association. DVV (*Deutscher Volkshochschul-Verband e.V*) represents the interests of around 900 adult education centers (Volkshochschulen) and their regional associations, being the largest provider of continuing education services in Germany. As a professional organization, leader in the field of adult education and development cooperation, DVV International has been committed to supporting lifelong learning for over 50 years, providing global support for establishing and developing sustainable structures for lifelong adult learning and education (ALE). The organization cooperates with more than 200 local partners in over 30 countries in Africa, Asia, Latin America, and Europe, supporting the creation and strengthening of social structures, funded by the German Federal Ministry for Economic Cooperation and Development (BMZ). **2. Background and justification:** DVV International established its National Office in Peru in 2010, focusing on the development and strengthening of formal and non-formal education for youth and adults. Over these years, the organization has provided support to various institutions within the Youth and Adult Education (EPJA) ecosystem through improving educational offerings, strengthening educators' capacities, and establishing strategic alliances for the development and implementation of public policies benefiting youth and adult education from a lifelong learning perspective. To advance these objectives, DVV International coordinates efforts with multiple stakeholders and builds bridges for dialogue with international cooperation, government, private sector, academia, and civil society. As a result, the EPJA Steering Group was formed, composed of all these actors, which successfully designed a national advocacy campaign called \#TodaTuVida. Within this context, it calls upon a professional who can provide technical assistance to the Steering Group to develop a strategic roadmap within the framework of national policies and governance specific to EPJA in the country, helping to strengthen the national coalition internally. **3. Objective of the consultancy:** Contribute to strengthening the EPJA Steering Group through technical assistance aimed at designing and implementing a strategic roadmap, aligned with national policies and advocacy for a governance framework in youth and adult education. The consultancy aims to consolidate the internal capacities of the national coalition, enhance its role in coordination and advocacy, and ensure its sustainability as a key actor in promoting lifelong learning in the country. **4. Consultant's responsibilities:** \- Facilitate monthly plenary meetings of the EPJA Steering Group (one per month) \- Provide technical support to the transition or executive committee of the Steering Group \- Develop thematic agendas for plenary sessions and committee meetings \- Accompany or manage strategic meetings with potential partners \- Provide recommendations on the draft legislative proposal **5. Duration of the service:** The consultancy will last 60 days, from September 30 to November 28. It will be conducted in a hybrid modality, with the possibility of carrying out in-person activities at DVV International's office in Lima (Miraflores) or other districts where local governments and/or partners are located. **6. Required experience or competencies:** \- Professional in Social and/or Political Sciences, Public Management, Economics, or related fields. \- At least 2 years of experience in designing and managing public policies. \- Interest in issues such as education, gender, sustainable development, interculturality, and/or human rights. \- Experience leading consensus-building spaces \- Proficient in computer tools (Microsoft Office, Adobe Acrobat Sign, MS Teams, etc.) \- Excellent oral and written communication skills (strong writing and spelling abilities). \- Availability to work and coordinate with multidisciplinary and multicultural teams. \- Teamwork, organizational, and proactive skills. **7. Contract amount:** The fees covering all costs (fees, legal taxes, and materials for intervention implementation) that DVV International will pay to the individual or legal entity contracted for the activities amount to a total of S/. 3,600 inclusive.
