It is a private, non-profit organization with over thirty years of experience, specialized in raising, managing, and channeling financial resources for the implementation of programs and projects that contribute to biodiversity conservation and climate change mitigation and adaptation. **What is the context?** Profonanpe aims to promote the sustainability of life by connecting humanity with the environment. Within the framework of its alignment with the national environmental agenda, it works closely with the Ministry of Environment (MINAM) and the National Service of Natural Protected Areas (SERNANP), to fulfill international commitments and national goals. The National Service of State-Protected Natural Areas – SERNANP, as a decentralized public agency of the Ministry of Environment, is the governing body of the National System of State-Protected Natural Areas – SINANPE, and is responsible for overseeing its management. As the governing body of SINANPE, it manages human, financial, and logistical resources and establishes a series of administrative and technical procedures, permanently implemented to improve the efficiency of its interventions, thus contributing to biodiversity conservation and sustainable development. One of the main challenges in managing ANPs is closing financial gaps. The Patrimonio del Perú (PdP) initiative was created to contribute to the effective management of SINANPE's ANPs through financial sustainability. For this purpose, Supreme Decree 003-2019-MINAM declared the PdP initiative to be of national interest in 2019. Led by the Peruvian state with support from strategic partners, the initiative has committed US$70 million to consolidate the effective management of 38 protected natural areas within the Amazon biome—Phase 01, which began operations in January 2020. To achieve these goals, functions have been transferred to Profonanpe for the execution of infrastructure works. Within this framework, the hiring of a **Senior Specialist in infrastructure project management under the Natural Heritage of Peru Initiative** is required. **What are we looking for?** To hire a Senior Specialist responsible for planning, coordinating, supervising, and reviewing technical files and infrastructure work execution in ANPs under the Natural Heritage of Peru Initiative, ensuring compliance with defined technical, regulatory, environmental, and contractual standards. **Responsibilities** * Lead the planning and scheduling of technical activities for the team of specialists assigned to review technical files, monitor, and supervise construction execution. * Consolidate and review the completeness and consistency of technical file reviews conducted by the assigned specialist team and inputs from ANP managers, valuations, and progress reports, determining approval or observations on these documents. * Coordinate with the construction supervisor the observations or approvals resulting from the review of progress reports, valuations, and final settlements. * Monitor and provide technical control to ensure compliance with the schedule established in the technical file, including construction timelines, material procurement, tools, and other components within the project’s budgetary framework. * Coordinate the participation of ANP managers in meetings or working groups regarding the preparation and/or modification of technical files and construction execution. * Participate in meetings or working groups with contractors and/or construction supervisors to present expectations or observations regarding the preparation and/or modification of technical files and during construction execution. * Review and issue technical opinions to ensure technical files and construction execution meet required standards according to Terms of Reference (TDR) and national technical regulations in the structural field. * Review, within their area of expertise, valuations and construction progress after approval by the construction supervisor, within the established budget framework. * Recommend, as appropriate based on compliance with documents submitted in technical files and/or observations during construction execution, decisions on budget modifications or contract termination. * Conduct scheduled or unannounced site visits to verify technical conditions or accompany construction execution when necessary. * Follow up on the implementation of technical observations and recommendations made during the review process. * Form and participate in the commission for project handover and ensure corresponding delivery reports are signed. * Coordinate the transfer of completed works after approved final settlement. * Propose continuous improvements to construction management procedures based on field experience and results evaluation. * Prepare technical and management reports on the status and progress of works when required. * Provide technical assistance to ANP Managers and their team. * Maintain close communication with the Natural Heritage of Peru Initiative Coordination, with whom they must coordinate their activities. **Academic Qualifications** * Degree in Civil Engineering or Architecture, licensed and registered with current professional license. * Master's degree and/or diploma/specialization studies in infrastructure project management and/or construction management. * Diploma/specialization studies in technical file preparation and/or National Building Regulations or similar. **Experience** * Minimum seven (07) years of experience in infrastructure projects. * Minimum four (04) years of experience as construction supervisor or project/works manager. * Desirable: experience in preparing or reviewing construction technical files. * Desirable: experience related to the management of Natural Protected Areas. * Desirable: prior experience in infrastructure projects in rural or forested areas. **Knowledge, Skills, and Competencies** * Planning and management of infrastructure projects. * Management of indicators and budgets. * Peruvian technical regulations on civil works. * Formulation, evaluation, and review of technical files. * Construction supervision and execution. * Safety regulations and procedures on site and environmental management. * Proficiency in Microsoft Office (Excel, Word, PowerPoint). * Database management skills. * Leadership and ability to coordinate multidisciplinary teams. * Effective and assertive communication. * Adaptability to work in rural or hard-to-reach environments. **Contract Duration** The initial contract period will be three (3) months, with possibility of renewal upon performance evaluation. **Work Location** Services will be provided in person at Profonanpe's offices (Magdalena del Mar, Lima).
