




ORGANIZATIONAL CONTEXT The Regional Office is primarily responsible for maintaining continuous contact with the States to which it is accredited, as well as with relevant organizations, regional civil aviation bodies, subregional bodies, and United Nations agencies and programs. The Regional Office ensures interregional coordination and promotes the timely and harmonized implementation of ICAO policies, decisions, standards and recommended practices (SARPs), and air navigation plans. The Regional Office also provides technical guidance and supports States in their implementation activities. Within this context, the Technical Assistance Section of the Regional Office is responsible for supporting the management of Regional Projects RLA/99/901, RLA/03/901, and RLA/06/901. It also supports the Regional Office in assisting and advising South American States regarding their needs for the appropriate implementation of ICAO policies, standards and recommended practices (SARPs) through technical assistance or technical cooperation projects. Regional Project RLA/99/901 – Regional System for Operational Safety Oversight (RSOSO), comprising 12 Member States and one observer organization, serves as Latin America’s Regional Safety Oversight Organization (RSOO). Its objective is to establish and operate a safety system in Latin America, equipped with the necessary technology, logistics, and administration. The RSOSO’s mission is to assist States in overcoming common challenges related to the effective fulfillment of their operational safety responsibilities under SARPs and related ICAO documents. The RSOSO conducts various regional activities, among which the Latin American Aeronautical Regulations (LAR) are among the most important. This position falls under the Technical Cooperation Section of the Regional Office; the incumbent would serve as a member of the Technical Committee of the Regional System for Operational Safety Oversight (RSOSO) and report to the RSOSO General Coordinator. FUNCTIONS AND RESPONSIBILITIES Function 1 (including expected results) Under the direction of the RSOSO General Coordinator and in coordination with the RSOSO Technical Committee, provide expert support in the following tasks: Support the collection of information and monitor maintenance organizations applying for multinational certification, or for changes to previously granted certification, based on the RSOSO Multinational Technical Cooperation Agreement, to verify technical parameters of such applications. Function 2 (including expected results) Support the coordination of certification, renewal, oversight, or modification processes for maintenance organizations approved under the RSOSO Multinational Technical Cooperation Agreement, including conducting initial evaluations of generated reports to ensure compliance with parameters established in the Airworthiness Inspector’s Manual (AIM) and the RSOSO Technical Committee Quality Manual, as well as verifying continuity of tasks specified in the AIM for these processes, including appropriate management of relevant records. Function 3 (including expected results) Support the evaluation of applications from RSOSO multinational airworthiness inspectors, verifying technical suitability in accordance with RSOSO procedures, and maintaining and generating new personnel files for such inspectors. Function 4 (including expected results) Support the review of documents such as the Airworthiness Inspector’s Manual (AIM) and advisory circulars that support processes carried out by maintenance organizations approved under the RSOSO Multinational Technical Cooperation Agreement. Function 5 (including expected results) Perform other related duties as assigned. IMPACT OF POSITION RESULTS This position significantly impacts the delivery of Project RLA/99/901. The incumbent’s technical support is essential to ensure that Standards and Recommended Practices (SARPs) contained in Annexes 6, 7, 8, 16, and 19—and supporting documents related to airworthiness—are maintained and applied regionally through implementation of designated airworthiness-related activities concerning certification, approval, and oversight of organizations. The incumbent also contributes to project objectives, including training State inspectors through preparation and delivery of courses and training for States related to provisions of the LAR AIR package. Furthermore, the position significantly impacts regional technical cooperation among RSOSO Member States regarding mutual recognition of approved aircraft and aircraft component maintenance organizations, thereby ensuring operational safety and avoiding duplication of effort while leveraging economies of scale. QUALIFICATIONS AND EXPERIENCE **Required Education**: A first-level university degree in science, engineering, or a related field, or a technical aviation qualification—such as an aircraft maintenance license—may be accepted in lieu of a university degree. **Professional Experience and Knowledge** • Minimum of three years’ experience in airworthiness, as an engineer or maintenance technician, and at least five years’ experience in a Civil Aviation Authority performing functions related to airworthiness certification, oversight, and operational safety. • Successful completion of the ICAO USOAP CBT course in the AIR area. • Certification as an RSOSO LAR Inspector is preferred. • Knowledge of Annex 6, Parts I, II, and III, as they pertain to airworthiness; Annex 7; Annex 8; Annex 16; Annex 19; Doc 9760; Doc 9859; and other documents complementing the aforementioned Annexes. • Knowledge of LAR Regulations 145 and 43. **Language Skills**: Fluency in spoken and written Spanish, and practical technical-level knowledge of English.
