Employee Contract Type: Empleado de Plazo Determinado (duración determinada) Job Description: HEALTH TECHNICAL MANAGER The objective of the Health Manager position is to maximize the sustainable impact of World Vision Angola's Health Manager work on the lives of the most vulnerable children. To this end, the Health Manager must lead the health sector across the organization and optimize health's contribution to the National strategy. The Health Manager is responsible for ensuring and reporting on health quality and impact, with a greater focus on the Global Fund grant in the three target provinces (Benguela, Cuanza Sul and Bié). RESPONSIBILITIES: Technical Program Development and Management (TP):* contribute to the technical health content in training activities organized by MISAU, PNCM, as needed in the provinces of Benguela, Cuanza Sul and Bié; * Develop a technical supervision package for national, provincial and district teams to support the contextualization process and review and finalize contextualized record frameworks in coordination with district teams; * Develop national level objectives for training and supervision of Health Units in Benguela, Cuanza Sul and Bié in collaboration with DM&E; * Prepare staff for implementation of new/revised training protocols in health units, including preparation of implementation guidelines and development and delivery of training packages to MISAU frontline staff; * Quarterly analysis of training and supervision reports and expenditures to monitor implementation, identifying and resolving issues whenever necessary; * Review and approve the budget and semesterly training and supervision plan in Benguela, Cuanza Sul and Bié; * Conduct program monitoring and technical support visits twice per quarter, supervising training components, observing fieldwork, providing technical guidance, monitoring participation and quality assurance in the implementation of key project models. Technical Leadership:* Provide overall technical leadership for health units, acting as focal point for the Global Fund grant within WVA; * Contribute specialized technical expertise to design, implementation and revision processes of strategies and protocols; * Lead sectoral contribution and technical analysis in the national vulnerability mapping process. REQUIREMENTS :* Bachelor’s degree in health or related fields, combined with relevant professional experience in the health sector. * Minimum of 5 years of experience in health program management and technical leadership (especially in malaria sector). * Proven experience in designing, implementing, supervising and evaluating projects, ensuring technical quality and report writing. * Proven experience in community development work with in-depth knowledge of sustainable development and community-level interventions. * Proven experience with Angola's health protocol for malaria. * Strong presentation and oral and written communication skills in Portuguese and English. * Strong facilitation, supervision and capacity building skills. * Technical competencies, including familiarity with Angola's health protocols on malaria and experience in training and supervising application of these protocols. * Ability to train diverse audiences, such as WV staff, Ministry of Health and partners. * Ability to work independently and under pressure. * Enthusiastic and self-motivated. Good interpersonal skills and intercultural sensitivity. * Capacity and willingness to regularly travel to implementation municipalities \- 50% essential travel. * Must be able to communicate and work effectively with government representatives, support offices and partner organizations. * Perform other duties as required.
