Position Summary: We are seeking a Programs and Projects Manager to lead and supervise the comprehensive management of strategic programs and projects in alignment with institutional objectives, public sector regulations, and energy policies. Key Highlights: 1. Lead the management of strategic FISE programs and projects. 2. Supervise the planning and execution of energy and electricity projects. 3. Manage inter-institutional coordination with public and private entities. A prominent institution is seeking a **PROGRAMS AND PROJECTS MANAGER**, responsible for directing, coordinating, and supervising the comprehensive management of strategic programs and projects—ensuring proper planning, execution, monitoring, and closure in alignment with institutional objectives, the public sector regulatory framework, and energy sector policies, thereby guaranteeing social impact, operational efficiency, and transparency in management. **Main Responsibilities** * Lead FISE’s **programs and projects management**, ensuring achievement of objectives, timelines, budgets, and expected outcomes. * Supervise the **planning, execution, and control** of projects related to **energy, hydrocarbons, and electricity**, ensuring alignment with current public policies. * Coordinate directly with the **Executive Directorate**, providing timely information on project progress, risks, milestones, and results. * Manage inter-institutional coordination with **ministries, vice-ministries, regional and municipal governments**, as well as other public and private entities. * Represent FISE at **high-level meetings**, technical working groups, and coordination forums, clearly and strategically presenting the status and progress of projects. * Identify and manage **risks, deviations, and contingencies** in programs and projects, proposing corrective and preventive actions. * Supervise multidisciplinary project teams, promoting best practices in **project management (PMI, PMO, or other frameworks)**. * Ensure the proper **preparation of executive reports**, presentations, and technical documents for senior management and oversight entities. * Ensure compliance with the **public sector regulatory framework**, principles of transparency, and accountability. **What Do You Need?** * A professionally certified graduate in **Engineering** (Industrial Engineering, Systems Engineering, Electrical Engineering, Mechanical Engineering, Energy Engineering, or related fields). * A specialization or postgraduate degree in **Project Management, PMO, Project Leadership, or Public Management** is desirable. * Proven, substantial experience as a **Project/Program Manager** or in similar roles. * Minimum of **8 to 10 years** of experience leading medium- to high-complexity projects. * Desirable experience in: * The **energy, hydrocarbons, or electricity sector**. * The **public sector** or socially impactful projects. * Managing **multi-sectoral programs** and coordinating with multiple stakeholders.
