Academic Qualifications** * Bachelor's degree or professional title in Civil Engineering * Specialization in cost and budget management preferred **2\. Costs and Planning** * Earned Value Management (EVM): CPI and SPI * Financial forecasting (EAC / Operating Result) * Development and analysis of S-curves (planned vs. actual) * Productivity analysis (labor and machinery) **3\. Regulations and Contracts** * Public Procurement Law * Polynomial formulas and price adjustments * Management of construction change orders * Critical reading of blueprints (risk and cost-overrun identification) **4\.
