**Experience**
* Minimum **3 to 5 years** in cost and budget management for construction projects
* Participation across the entire **project lifecycle**:
* Bidding (bid budget)
* Execution (target budget and control)
* Experience in **subcontract management**:
* Technical\-economic comparative tables
* Payment status control
* Ability to perform **variance analysis**:
* Differentiating variances by price vs. efficiency/consumption
* Experience in **project closeout**:
* Technical\-economic settlement
* Reconciliation of balances with suppliers
**Education and Knowledge**
**1\. Academic Qualifications**
* Bachelor's degree or professional title in Civil Engineering
* Specialization in cost and budget management preferred
**2\. Costs and Planning**
* Earned Value Management (EVM): CPI and SPI
* Financial forecasting (EAC / Operating Result)
* Development and analysis of S-curves (planned vs. actual)
* Productivity analysis (labor and machinery)
**3\. Regulations and Contracts**
* Public Procurement Law
* Polynomial formulas and price adjustments
* Management of construction change orders
* Critical reading of blueprints (risk and cost-overrun identification)
**4\. Tools**
* S10 Cost and Budget or Delfin Cloud (advanced level)
* Advanced Excel (pivot tables, Power Pivot; VBA preferred)
* MS Project or Primavera P6 (intermediate level)
* BIM – Revit / Navisworks (preferred)
**Key Responsibilities**
* Warehouse audit (inflow control vs. budget)
* Optimization of Unit Price Analysis (UPA)
* On-site cost control and monitoring
* Cash flow management in coordination with finance
* Proposals for efficiency and competitiveness improvement
**Site Work Criteria (Mandatory)**
* Availability for field visits
* Validation of physical progress vs. reports
* Ability to detect material consumption deviations
* Professional judgment and assertiveness to challenge on-site decisions when necessary
