Position Summary: Responsible for comprehensive management of pavement conditions, planning and supervising interventions to ensure compliance with standards and contractual obligations. Coordination with OSITRAN/MTC and indicator management **Position Objective:** Responsible for the comprehensive management of the concession's pavement conditions (carriageway and shoulders), ensuring monitoring, analysis, and control of their surface, functional, and structural condition. Leads technical planning, design, and supervision of maintenance and rehabilitation interventions, guaranteeing compliance with regulatory standards, service levels, and contractual obligations. **Main Responsibilities:** * Evaluate pavement distresses and conditions using methodologies such as PCI, IRI, deflection testing, surface friction, among others. * Prepare comparative matrices, deterioration curves, and technical reports to support decision-making. * Design and supervise interventions (crack sealing, patching, overlays, surface treatments, etc.). * Manage technical files, construction procedures, and quality controls. * Coordinate service level measurements with OSITRAN/MTC and justify results before the Regulator. * Develop and maintain management indicators (KPIs) on performance and productivity. * Ensure compliance with safety regulations and institutional policies. **Requirements:** * Bachelor's degree in Civil Engineering, registered and licensed. * Minimum 3 years of experience in pavement management, road maintenance, or highway evaluation. * Knowledge of evaluation methodologies (PCI, IRI, deflection testing, GN/SCRIM). * Proficiency in specialized software: Civil 3D, AutoCAD, Bisar, AASHTO, PCI; HDM\-IV is desirable. * Advanced Excel and Power BI. * Experience in road concession contracts regulated by OSITRAN/MTC is desirable. **Competencies:** * Analytical thinking and specialized technical capability. * Planning and organization of evaluations and interventions. * Results orientation and indicator-based management. * Technical leadership, effective communication, and collaborative teamwork.
