**Job Description**
The Cost and Budget Analyst is responsible for structuring, analyzing, and optimizing economic proposals for public and private tenders, contests, and consulting projects. Their objective is to ensure that proposals are competitive, technically consistent, profitable, and aligned with client requirements and procurement terms.
**Academic Qualifications**
* Bachelor's degree or higher in Business Administration, Industrial Engineering, or related fields.
**Desirable Specializations:**
* Cost and budget management.
* Project management (PMI or other frameworks).
* Government procurement (OSCE).
* Commercial management or consultative sales.
**Experience**
Minimum 1 year of experience in:
* Cost and budget preparation and analysis.
* Preparation of economic proposals for tenders and contests.
* Profitability analysis, valuation, and cost control.
* Negotiation with clients and suppliers.
**Desirable Experience in:**
* Consulting, engineering, mining, energy, infrastructure, or specialized services.
* Participation in public and private tender processes.
Technical Competencies
* Budget preparation and cost structure development.
* Management of human resources, equipment, logistics, per diems, and subcontractors.
* Interpretation of Terms of Reference (TDR), tender documents, and technical specifications.
* Advanced Excel (pivot tables; macros desirable).
* ERP or cost management software (S10, SAP, SIGE, or others).
* Power BI (desirable).
* Contractual risk analysis and profitability scenario modeling.
**Commercial Competencies**
* Negotiation and persuasion skills.
* Results orientation and ability to generate business opportunities.
* Ability to establish and strengthen commercial relationships with clients.
* Ability to identify market needs and propose value-added solutions.
* Effective communication and focus on closing commercial agreements.
**Key Responsibilities**
* Analyze TDR and tender documents to identify scope, requirements, and risks.
* Prepare comprehensive budgets and economic proposals.
* Design cost structures aligned with commercial strategy and profitability margins.
* Coordinate with technical departments to validate scope and man-hours.
* Prepare the economic component of technical and commercial proposals.
* Conduct internal and market cost benchmarking.
* Optimize costs without compromising service quality.
* Prepare profitability reports and variance analyses.
* Maintain an updated cost database.
* Provide technical\-economic support during commercial negotiations.
* Identify business opportunities and contribute to acquiring new clients.
* Participate in commercial meetings and proposal presentations when required.
Salary: S/.1,600\.00 \- S/.2,000\.00 per month
