Comprehensive knowledge of the Peruvian regulatory framework (MINEM, MINAM, ANA, municipalities, SENACE, CENEPRED). Capable of leading the full permit acquisition cycle—from land identification through approval of the Environmental Management Instrument and Mining Plan. Skilled at combining fieldwork and office work, with availability to travel to operational zones in Arequipa and surrounding areas. **Core Technical Competencies** **Permitting and Institutional Procedures** \- Preparation, review, and tracking of quarry authorization files (Supreme Decree No. 055-2010-EM, Law No. 29164, current regulations). \- Procedures before MINEM, MINAM, ANA, Regional Governments, Municipalities, SENACE, OSINERGMIN. \- Management of Environmental Management Instruments: DIA, EIA-sd, PAMA, Mine Closure Plan. \- Certifications for zoning, land-use compatibility, water availability, and easements. **Surveying and Photogrammetry** \- Terrestrial topographic surveys using total stations and GPS/GNSS. \- Photogrammetry and remote sensing: drone flights, image processing, point cloud generation, digital elevation models (DEM), contour lines, and orthophotos. \- Design of drainage networks, delineation of extraction areas, and protection zones. \- Software: AutoCAD Civil 3D, ArcGIS, QGIS, Global Mapper, Agisoft Metashape, DJI Terra. **Mining Plan and Operations** \- Design of mining plans and extraction phases: benches, faces, berms, access roads, and stockpile areas. \- Reserve estimation, extraction volume calculations, and material balance. \- Design of slope control systems, face stability, and operational safety measures. \- Production scheduling and construction timelines. **Environmental Management and Risk Prevention** \- Environmental impact assessment and mitigation, prevention, and compensation measures. \- Environmental Management Plan, monitoring (air quality, noise, water, soils). \- Application of Disaster Risk Management regulations (CENEPRED): hazard identification, vulnerability analysis, and contingency plan development. \- Quarry Closure and Abandonment Plan. **Regulatory Framework to Be Mastered** \- General Mining Law — Decree Law No. 1099 \- Quarry Authorization Regulation — Supreme Decree No. 055-2010-EM \- General Environmental Law — Law No. 28611 \- Environmental Impact Assessment Regulation — Supreme Decree No. 019-2009-MINAM \- Disaster Risk Management Regulations — Law No. 29664 and complementary standards (CENEPRED) \- Technical construction and land-use standards (MTC, municipalities) **Education and Certifications** \- Professional degree in Geological Engineering / Mining Engineering / Civil Engineering; registered and licensed with the respective professional association. \- Professional experience: Minimum 2 years in aggregate quarry projects and environmental management. \- Driver's license: Class A-I or higher — valid. \- Permanent residence in Arequipa. \- Desirable: training courses in mining permitting, environmental impact assessment, drone photogrammetry, GIS.
