Position Summary:
We are seeking a professional to manage public procurement tenders, coordinate technical and financial proposals, and ensure compliance with state regulations.

**REQUIREMENTS**
* Minimum 2 years of experience in tenders, projects, cadastral services, or technical consulting.
* University degree in Administration, Industrial Engineering, Accounting, Law, Business, or related fields.
* Proficiency in the SEACE platform (registration, document upload, and process tracking).
* Knowledge of Law No. 30225 on State Procurement.
* Experience in preparing technical files, quotations, and valuations.
* Willingness to travel and work on-site.
* Proven experience in preparing, reviewing, and submitting proposals for public procurement processes.
* Familiarity with current State Procurement regulations and corresponding management platforms.
* **Experience in tenders related to road infrastructure, pavement, sanitation, buildings, and civil works in general.**
* Ability to analyze tender documents, identify technical, administrative, and financial requirements, and coordinate collection of necessary documentation.
* Capability to conduct market research, cost analysis, budgeting, and valuation.
* Coordination skills with technical, legal, administrative, and operations departments to ensure proper bid submission.
* Proficiency in IT tools related to budgeting, project scheduling, and project control.
* Deadline-oriented, detail-focused, and able to work under pressure.
* Proficiency in AutoCAD, Excel, and Microsoft Project.
* Strong organizational skills and ability to work under pressure.
**RESPONSIBILITIES:**
* Monitor daily tender opportunities on SEACE.
* Analyze tender documents, Terms of Reference (TDR), and tender requirements.
* Prepare technical and financial files and proposals.
* Coordinate with internal departments (operations, administration, and finance).
* Track tender processes, clarifications, and award decisions.
* Manage corrective submissions and bid submissions.
* Maintain updated documentation archives for tenders.
* Prepare reports on tender processes and opportunities.
* Identify business opportunities in the public sector.
