Employee Contract Type: Empleado de Plazo Determinado (Fixed Term) Job Description: **MAJOR RESPONSIBILITIES** ========================== * Regular donor landscaping, analysis and donor prioritisation, including development of donor engagement plan. * Lead planning and pre\-positioning for new opportunities, ensuring donor intelligence gathering, relationship building, partnership/consortium discussions and initial programme design begin well in advance of opportunities (CfP/RfP) being launched, wherever possible. * Develop a practical resource mobilisation plan (inc. targets) based on the national strategy, programme needs and taking into account the donor landscape – covering corporates, institutional donors, commercial contracts and individual givers. * Lead WVA’s resource acquisition efforts, including positioning with priority donors, identifying strategic opportunities, leading on proposal development for medium and large opportunities and overseeing the submission of concept notes, lower value proposals and grant renewals. * Lead the programme/proposal development process, in collaboration with Ops and technical staff, to ensure that new programmes are evidence\-based, strategically aligned, integrated with existing programmes where appropriate, technically sound and responsive to Ministry Impact priorities. * In collaboration with Finance ensure quality budgeting, including cost recovery and negotiation with Support Offices and Donors where necessary. * Ensure timely completion of relevant WVI processes (including Go/NoGo, annual targets, pipeline development, contracts \& MoU approvals etc), assuring engagement with SLT, ND, RO and SO, as appropriate. * Maintain a multi\-year funding pipeline, ensuring that PDPI Team provide regular pipeline analysis, forecasts and recommendations to SLT/ND to inform leadership decision\-making. * Explore local resource development opportunities (including individual giving and funding partnerships with churches and schools, etc.), analyse for viability and risk and position and pursue those that align with WV’s vision, values and strategy. * External engagement plan developed reflecting resource mobilization plans. * Targeted networking and external engagement in meetings, events, forums and strategic spaces in order to grow key relationships, position for funding opportunities and strengthen WVA reputation as a trusted partner of choice. * Relevant briefings provided to ND, SLT members and other staff involved in external engagement, to ensure unified and optimised approach to external engagement across WVA. * Identify and foster key relationships with government and other key local stakeholders to strengthen the FO’s brand and profile within the country. * Identify and lead on engagement with new partners, including positioning with potential implementation or technical partners ahead of funding opportunities. * Ensure appropriate external engagement and marketing resources developed for different donor audiences and “price points”. * Ensure due diligence processes are carried out in a timely fashion with all new and existing donors and partners. * Ensure systems are in place to assure that all partners comply with WVI safeguarding and anti\-corruption requirements. * Provide strategic oversight to PDC developing a practical and targeted communications plan, where social media, external communications, impact stories and donor\-facing materials all contribute to WVA's positioning, partnerships and resource mobilization objectives. * Support PDC’s management of WVA’s social media channels, ensuring that they remain active with posts contributing to the donor engagement and resource mobilization plan. * Lead consortium development, including building consensus and working effectively with donors, government, technical partners, churches, local implementation partners and others to co\-create and submit successful bids. * Provide leadership and line management to the Impact and Evidence Coordinator (IEC). * Ensure clear process in place between PDPI, Finance and Operations for successful awards, including start up, handover, reporting and close out. * Oversee PDPI data quality \& compliance function – ensuring IEC provide data quality and compliance support to all projects, including tracking submission and quality review of donor reports. * Ensure IEC develops appropriate knowledge management systems to document and retain critical information including: proposals; all donor reports; MoUs; impact data; key correspondence with donors, partners and SOs etc. * Ensure IEC holds regular progress review meetings with Ops and Finance to track progress and identify issues in a timely fashion. * Assure timely completion of appropriate WVA, WVI and donor platforms concerning project information. * Oversee establishment of DM\&E systems and tools to collect, consolidate and analyse WVA programme data. * Ensure IEC supports start up of new projects with clear guidance on M\&E tools and requirements, equipping teams to provide data required. * Ensure IEC updates necessary WVI impact platforms, to capture and celebrate WVA’s impact. * Support IEC to translate data analysis into key insights which are shared with relevant stakeholders to inform decisions, targeting and future programme design. * Support IEC to develop evidence database of qualitative and quantitative data, that can be easily accessed and utilised for donor engagement and marketing material. * Support Programme Development Coordinator (PDC) to utilise impact data to produce compelling social media posts and donor engagement material. * Oversee development and implementation of internal strategy tracking tool. * Ensure FO implementation and spend dashboard is operational and that key insights are shared with/escalated to the leadership team. * Proactive approach towards integrating WV’s faith\-based approaches in grant funded programming and increasing funding for F\&D programming. * Developing ways of communicating WV’s faith\-based approaches in ways that resonate with donor objectives and demonstrate value add. * Proactively seeking to grow church and faith\-based partnerships (funding and implementation). * Living out WV’s Christian identity and values with boldness and humility. * Take strategic leadership for WVA’s resource mobilisation work, working with the National Director (ND) to ensure resourcing plans, activities and results that align with WVA strategy and values. * Provide line management, coaching and mentoring PDPI Team. * Promote collaborative approach to resource acquisition, assuring a culture of shared ownership over fundraising and co\-creation of proposal development. * Provide updates, insights and recommendations to the ND and SLT to ensure that WVA can realise its goal of becoming financially sustainable and bringing bold hope to even more vulnerable children across Angola. **KNOWLEDGE, SKILLS AND ABILITIES** =================================== * Degree and/or professional qualification in International Development Studies, Community Development or any Social Science related degree * Computer literate (MS Word, Excel, Outlook, Teams and design packages like Canva) * Committed Christian, able to stand above denominational diversities. * Fluency in both Portuguese and English * Excellent written and oral communication skills * Proven experience in fundraising with a diverse range of donors. * Proven experience in programme design, pipeline management, donor positioning, consortium development, cost recovery negotiation, and evidence\-based programme development. * Capacity to review funding opportunities and assess strategic fit, organisational readiness, risk and scalability, and potential impact return and cost recovery vs time investment. * Strong experience in representing an organisation externally to partners and donors, promoting key messages in compelling ways. * Strong communication skills – understanding how to adapt key messaging to different audiences across different media. * Proven ability to raise funds and write successful proposals. * Experience leading and coordinating complex funding proposals in collaboration with different teams and partners. * Experience managing a team and delivering results. * Good understanding of social media and capacity to develop professional external engagement/marketing material. * Ability to systematise knowledge, policies, procedures, and standards and ensure appropriate processes, tools and approaches are developed to ensure compliance. * Proven ability in building consensus and bringing diverse stakeholders together around a common goal. * Demonstrates strong analytical skills and creative and strategic thinking. * Good facilitation skills and capacity for public speaking. * Demonstrating an understanding of and commitment to World Vision’s Mission, Vision, and Core Values in the approach to work and relationships * Work environment: Office\-based in Luanda with potential for frequent travel to the field * Travel: 20% domestic/international travel is required Applicant Types Accepted: Local Applicants Only
