Employee Contract Type: Empleado de Plazo Determinado (fixed-term) Job Description: **Additional Information** * Brief job description Under the line supervision of the Field Manager and direct technical supervision of the MEAL Manager, the Monitoring, Evaluation, Accountability and Learning (MEAL) Coordinators will support MEAL activities for projects implemented by WV CAR in Bambari Prefecture (Ouaka), including establishing monitoring and evaluation systems. They will also support project teams to ensure compliance with the fundamental humanitarian standards of quality and accountability across all interventions. Job Description **Monitoring and Evaluation** * Support project staff in developing a high-quality MEAL system (indicators, M&E plans, indicator tracking table (ITT), and necessary tools for the project); * Train project teams on the use of MEAL tools and database management; * Conduct periodic supervision missions of interventions and provide technical support to project teams; * Support project teams—and in collaboration with the *Field Manager*—in organizing monthly project reviews, including analysis of activity implementation, routine data tracking, and fund utilization; * Prepare a synthesis report on the status of indicators and activities across all projects implemented in the target area; * Conduct and supervise field surveys and data collection; * Support preparation of evaluations and studies in collaboration with project staff (Terms of Reference, data collection tools, training of enumerators, drafting of evaluation reports, etc.); * Ensure that all evaluations and studies planned in the program are conducted according to quality criteria and that reports from these studies are shared in a timely manner; * Strengthen the capacity of implementing partners in monitoring, evaluation, accountability, and learning under the MEAL system; * Ensure activity quality through adherence to defined quality standards; * Prepare weekly, monthly, quarterly, and annual activity reports and submit them to supervisors. **Accountability** * Ensure accountability mechanisms are established, functional, and compliant with SOPs governing complaint management; * Participate in designing and updating a complaints tracking dashboard; * Design complaint analysis tools and ensure complaints are analyzed periodically across all projects; * Collect beneficiaries’ concerns and complaints and provide appropriate and timely responses; * Track all feedback and complaints received, ensure appropriate actions are taken, and maintain proper documentation; * Ensure complaints are escalated, recorded, and handled effectively in each project; * Conduct regular trend analysis of complaints related to projects and produce corresponding reports to guide project course correction, while ensuring follow-up on actions proposed after complaint resolution; * Conduct trainings/awareness sessions for teams and beneficiaries on community engagement and accountability; * Ensure WV RCA activities comply with all humanitarian standards on quality and protection (e.g., SPHERE, CHS, etc.); * Ensure inclusion of children, women, other vulnerable groups, and community members in all project activities; * Organize training for Complaint Management Committees and conduct various community awareness activities covering all aspects of accountability; * Promote quality and accountability good practices among WV RCA team members and project implementing partners; * Strengthen field teams’ and partners’ capacity in complaint management; * Ensure each project (in the target area) has specific, functional complaint management mechanisms; * Ensure project teams understand, endorse, and actively apply these mechanisms in accordance with established procedures. **Learning** * Work closely with project teams to organize learning and knowledge-sharing workshops; * Systematically integrate lessons learned, recommendations, and observations—including those derived from monitoring, evaluation, and accountability mechanisms—to improve the quality of WV RCA interventions for target populations; * Produce high-quality learning reports illustrating the impact and findings of evaluations, research, case studies, monitoring, and accountability mechanisms; * In collaboration with project and communications staff, collect, document, and share impact stories or success stories with stakeholders; * Organize/support learning review and knowledge dissemination meetings with stakeholders; * Foster a learning culture within the organization and among implementing partners to document lessons learned and best practices for current and future programs. **Other Duties** * Assist and participate in devotions; * Develop and actively maintain effective working relationships with key stakeholders, including donors, government institutions, humanitarian actors, community structures, and other relevant actors, etc. * Perform any other duties related to their expertise and the smooth functioning of the organization, as requested by management. **Qualifications:** **Education/Knowledge/Skills** **Technical and Experience Requirements** **Education:** * University degree in Statistics, Social Sciences, Project Management, Economics, or equivalent. **Experience:** * Minimum of 4 years of proven professional experience as a MEAL Coordinator in the humanitarian and development sector, preferably with international NGOs; * Proven experience in data analysis and use of digital platforms for data collection, processing, and analysis; * Experience in organizing and/or managing quantitative and qualitative surveys; * Knowledge of or experience with mobile data collection platforms (KoBo Collect, ODK, mWater, etc.), data processing tools (Excel; Power BI; SPSS; GIS…), and report writing and MS Microsoft applications. **Languages (indicate proficiency level):** * French; * English (an asset); * Local language required (e.g., Sango).
